Enefit Industry OÜ (the Contracting Entity 1), in collaboration with H2Electro OÜ (the Contracting Entity 2), is developing a high-temperature solid oxide electrolyser prototype (target electrical input: 10–12 kW) designed for co-electrolysis of H₂O and CO₂ to produce hydrogen and syngas. As part of this development, the Contracting Entities are seeking a qualified Contractor to perform stack assembly services using solid oxide electrolysis cells (SOECs) supplied by the Contracting Entities.

The subject of the contract is not related to the activities of the network sector listed in § 146-147 of the Estonian Public Procurement Act. The competition procedure is carried out in accordance with the Estonian Law of Obligations Act § 1009 - § 1013 and relevant legislation and instructions and other basic documents prepared by the Contracting Authority.
